Run system cleanup and defag.
That is not true at all. Most ISP's do have anti-virus protection for their system however you need one to protect your computer. Do a search for free anti-virus. You get many choices to pick from.
If you dont have dedicated anti-virus software and you are on line, chances are you are infected.
